First according to the order of operations, we do brackets, so we can turn the equation to

16(2) power of 3 +3 divided by 3

Now we do exponents, which means powers.

16(8) + 3 divided by 3

Now we have to know if you have something like this (6)8, it means 6x8. So

16x8 +1
16x8 is 128 *1 is 129
