Explain why crimes have to be punishable by death

Not all crimes should be punishable by death but if it’s a super wrong thing and they keep doing it every time they are realized they are known to be insane by dictionary “ Doing the same thing over and over again expecting a different outcome” so if they are not punished they will just continue to do it forever.
