I'm pretty sure the answer is A.

It is true that human cells don't contain chloroplasts. Chloroplasts are used by plants to convert the light energy from the sun into sugar, or cellulose. Thus, the herbicides' chemicals would harm the plant cells' production of cellulose, and not human/animal cells, because human cells don't have chloroplasts.
