The reasons why United States involvement in the Boxer's rebellion would be:
1) This is against the Monroe Doctrine which states that United States or America should not be involved of the issues of the Europeans colonies. 
2) Their participation would also be the opposite of George Washington's foreign policy, Doctrine of Unstable Alliances
