Step-by-step explanation:

There are two different ways you can do it.  Using One of your balloons and counting from the three balloons. And do it until 3 are all used.  Which is 12. This may not help because I am having trouble explaining it. If you already understand or don't wanna, you can just do, 4 balloons multiplied by 3 ribbons.  And we get 12 again. I hope this helps!
