perpendicular is slope multiplies to -1
for
ax+by=c
slope=-a/b

4x-3y=6
-a/b=-4/-3=4/3
perpendicular to 4/3 is -3/4

point slope form
y-y1=m(x-x1)
for slope=m
a point is (x1,y1)

point (4,-2)
slope is -3/4
y-(-2)=-3/4(x-4)
y+2=-3/4(x-4)
or converted
y=-3/4x+1
or
3x+4y=4
