y = -3x + 11.

The slope of the given line segment  is (3-7)/(-4-8) = -4/-12 = 1/3.

The midpoint of the line has  coordinates (8-4)/2, (7+3)/2.

= (2, 5).

The slope of  the  perpendicular bisector = -1/ 1/3 = -3.

So it's bisector has equation:

y - y1  = m(x - x1)=

y - 5 = -3(x - 2)

y = -3x + 6 + 5

y = -3x + 11.
