I'm going to try to explain it the best that I can, but basically, back then, the state's debts were all divided. If New York was in debt, Virginia wasn't. With the national bank, it would combine New York's economy as well as Virginia's economy, which he didn't like the idea of since he lives in Virginia and they never were in debt because of slavery.
