Why does President Kennedy talk about the weather and football teams in his speech?

He did this to make his speech more relaxed and lighter. That way the audience would feel closer to him, because that would bring the appearance of a normal guy to the president.

Their goal was to create an atmosphere of camaraderie, so people might think, "The president worries about the weather and watches football. This guy is people like us." So people would identify with him and he would gain their trust.
