The power of Veto allows the president to reject a bill and prevent it from becoming a law even if everyone votes for it. To repeal a veto, a congress or a parliament has the option of voting again but this time they have to ensure a large majority, which is two thirds of all of the members, unlike normal votes where you need a half + 1.
