A referendum is not purely direct democracy because the government proposes something and the voters approve it.
If it were purely direct democracy, then the voters would propose as well as vote for that particular option. Given that this is not the case with a referendum, it doesn't exactly describe the characteristics of direct democracy which only existed in ancient Greece.
