quotient of means divide and the placement of the symbol is where the word "and" is located... the closest "and" unless you see "sum of", "product of", "difference of", or even another "quotient of" between it and "and".

In this case the first "and" is closest so the division sign will go there and the 2nd "and" will be replaced with a + sign.
Ways to write the answer:
9 ÷ (x + 1)
