What is the equation of the line that passes through (12,-3) and is perpendicular to y = -6x + 4?

The slope of the given line is -6, so your perpendicular line will have slope 1/6. The point-slope form of the equation of a line can be used.
.. y = (1/6)(x -12) -3
This can be simplified to
.. y = (1/6)x -5
